SIC
SIC is a broad-based community advisory group comprised of parents, teachers, and community members established in every school. This advisory group works with the principal to cultivate a positive school environment supporting student success.
Meeting Dates
All School Improvement Council (SIC) meetings are open to the public and will be held at 4:00 pm in the PD room at DuBose Middle School.

Election of SIC Officers
- Only elected and appointment members may vote or serve. Ex-officio members (Mr. Brinkley, Dr. Moreau, and Ms. Dunn) may not serve as or vote in the election of officers.
- Chairperson – presides at all meetings in partnership with the principal, prepares meeting agendas, appoints members to standing and temporary committees
- Vice Chairperson – presides at meetings in the absence of the Chairperson
- Mrs. Baughman volunteered to serve in the position if needed
- Secretary – keeps meeting minutes and provides copies to all members at the next meeting; maintains SIC file with copies of meeting agendas, minutes, sign-in sheets, SIC Report to Parents, and SIC Bylaws; maintains a contact list of all SIC members to include current telephone numbers, addresses, and email addresses.

School Improvement Council Minutes – 10/29/25
Welcome
Attendance: Mr. Brinkley, Dr. Moreau, Ms. Simpson, Mrs. Kaple, Mrs. Baughman, Mr. Ellis, Mr. Rankin by phone, Mr. Tierney for the last few minutes

- We have a team at DMS of 12 or so faculty members that are on the safety team to help in emergencies.
- Real Men Read
- Students come on the first Friday of the month that are recommended by ELA teachers to the library for breakfast, reading, and Mr. Thompson works with them.
- Mission statement
- We talked about last year's goal of changing the mission statement that was never agreed upon. We decided to keep this on the back burner for now.

- We talked about what it means to be a "Ren Kind" and what a Ren Rally is. We talked about how to become a Ren Kid and what it takes to come to our Ren Rallies.

- We talked about the current state-wide cell phone policy.

- We have a committee in the district that determines if we are allowed to have certain books in our libraries.

- Approval of Minutes - Approved
- Old Business
- Outdoor reading area - Mr. Brinkley wants this to be an area of focus. There is an area east of the chicken coops, there is a designated area for an outdoor classroom. There used to be wooden benches, but they have gotten moved or taken away. An idea was brought up to have collapsable chairs and a wagon that teachers could grab at their convenience, however, that was never decided on. M. Kaple had a recommendation to weed out this year’s growth and let it rest for the winter. Mr. Brinkley plans to remove the pine tree in this area. We will revisit this in January.
- Revisit Financial Responsibility - We decided to put this on the back burner because a plan was never set in stone from last year, and our school already provides an opportunity for our 8th graders to participate in Reality Town. This teaches the students how to manage money on a budget.
- New Business
- Tireless Teacher Award-Ms. Simpson; Rankin Agency - We recognized these two team members for sponsoring and winning the Tireless Teacher Away at DMS. Mr. Rankin thanked Mr. Brinkley for welcoming their company into the school.
- Review of By-laws - We reviewed the by-laws about sending the agenda, having it posted on time, and sending it to Dr. Mandrell to manage posting before the meeting
- 2026 Outdoor Classroom Challenge - Due Jan. 23 - Grant to provide funding for the outdoor classroom.

- Outdoor reading area- We discussed the Outdoor Classroom Challenge, and we decided against it. It is too much of a process for us to go through to achieve the outdoor classroom.
- Equipment- Mrs. Kaple has reached out to Half Moon Outfitters to ask about chairs and about donating them to DMS. Her plan is to go back to Half Moon Outfitters to see what they carry ‘in stock’ that we may want. And also ask how long special orders take to come in. She is also going to contact Ralph at the DD2 Foundation to ask about funding.
- Ms. Dunn agreed to reach out to someone she may know that is in management at Half Moon Outfitters.
- Mrs. Baughman was going to check with PTSA to see what money they could donate to cover the wagon or some of the overage of funds that isn’t covered.
- Mr. Ellis was going to reach out to Mr. Shelton at the Rotary Club to ask about funding.
- Financing- We discussed several different options of how we will get the money. We discussed Rotary Club, DMS PTSA, Half Moon Outfitters donations, and the DD2 Ed. Foundation.
- Outdoor Classroom Challenge - $10,000- not an option for us at DMS
- Summerville Rotary Club - Community Grant Cycle; $1,500- We are looking into this.

A. Outdoor Reading Area
The council is exploring alternatives to the original $10,000 plan, as that total amount is no longer required.

- Dunn: Connection currently unavailable.
- Baughman: PTSA lacks funds at this time but remains a potential future source.
- Ellis: Rotary funding is foundation-based, not school-based.
- Strategic Meetings (Kaple)
- Half Moon Outfitters: Offering 15% off for items in stock.
- DD2 Education Foundation: Met with Ralph & Kim. They are willing to assist following "The Big Event" on March 14th. Assistance may include direct funding for the area or guidance on grant tasks. Goal: Project completion by May 2026.
B. Reality Day
Additional volunteers are still needed for this event.

A. Student Support Programs
Confirmed that both Real Men Read and Beacons are essential and beneficial to the student body.

The normal order of business was suspended so L. Brantley could present the required Title 1 Information Review—and provide the opportunity for questions & input. There were some questions and suggestions, but the meeting was informative and feedback was provided.
Old Business
- A. Outdoor reading area — progress on hold until after the DD2 Education Foundation ‘Big Event’ on 3/14. Contact will be renewed and hopefully funding can be secured promptly.
- Reports — No reports
- Pine Forest Home & Garden Club — Mrs. Kaple will get help from the club to clear out and get any needed new plants for the 2 gardens at the Outdoor Classroom.
- B. Reality Day — Overall, a huge success. Maybe use ‘Charitable Giving’ as one of the stops instead of ‘Just My Luck’.

Minutes from the previous meeting were approved.
Old Business
A. Title I Review
- The review was sparsely attended, but provided appropriate coverage.
- Relevant material was covered and required signatures were obtained.
- The school has finalized plans for the allocation of new Title I funds.
B. Outdoor Reading Area
- PTSA Wagons: These have been successfully obtained.
- Seating Pieces:
- Half Moon: Teacher portable chairs and desks are available with a 15% discount and tax exemption. Benches are no longer available from this vendor.
- Decision: The council decided to purchase chairs from Walmart at approximately $9 per chair (estimated $350 total).
- Funding & Grants: Mrs. Caughell will contact the Rotary Club and amend the DD2 Education Foundation grant to reflect current pricing. Projects are on hold pending these decisions.
- Maintenance: The Pine Forest Garden Club is scheduled for April 23, 2026, to clear and clean the seating area.
New Business
A. Annual Report to Parents Completed
- The report and the Accessibility Form have been posted to the SIC and DMS websites.
- The report was shared in the "Peek of the Week" newsletter.
- The council is considering adding this report to the new student registration packets.
